I was surprised to find a Jerry Robinson story in here. The data card suggests Norman Maurer as inker, but I'd say it's Mort Meskin. When the inker goes all-out like on our page 24, panel 5, we see the lush high-contrast brushwork that made Golden Age Meskin so good.
