Despite his signature, there's no way Al Capp drew any of this beyond the mascot. Looks like DC and/or Johnstone & Cushing people to me.

Looks like Leonard Starr to me with possibly Stan Drake inkiing. Could be by Johnstone and Cushing, but I don't think so. They had their our lay-out without the page filling panels.
