By Googling around I learned that this series was created in Italy by writer Tristano Torelli. Early artists included Ferdinando Tacconi and Franco Paludetti, both at the beginning of their careers. Its original title was "Sciuscià" (an Italianization of "shoeshine," pronounced SHOO-shaw). It started in 1949 and lasted through 1955.
