Both series' writers, Ted Cowan and Frank S. Pepper (aka Hal Wilton), were both heavily committed at this time with scriptwriting assignments for Lion and other comic papers, including the new Tiger, which had Dodger Caine, who was almost a clone of Ginger Nutt.
