The costumed Italian vigilante Plutos was one of Gian Luigi Bonelli's early creations. It was controversial when it appeared in 1949 and succumbed to censor pressure. Mr Goldenage was kind enough to post the first three issues; here's a version for English readers. There is more information about this book at the bottom of the page

Great to see this early Batman-style vigilante from the Bonelli stable. The similarities with the Giussani Sisters' Diabolik (1962) are interesting. The gas in Plutos' guns is a sleep gas and Plutos has launched himself on a mission to destroy the gangs that killed his brother. The series only lasted 32 episodes - the character deserves so much more.

I'm puzzled though.
The text says, accurately I'm sure, 'The man's body is swathed in a skin-tight BLACK costume.'
But the covers always show him in red, and in black and white he is also not depicted in head to toe black.
Curious.
