NotesDown but not quite out in urban America during the Depression, by J. B. Watson, from 1936. This gag strip had originally appeared in the Afro-American in the 1920s, and was brought back to the newspaper in these strips “after a 10-year lay-off”.

Strange. Created for an African-American newspaper but there's only one character who appears to be African American, a man in a suit in strip 7, panel 1. Or are the other characters also supposed to be Black but it doesn't show because the artist drew them in a generic 30s cartoon style?

I think it's more a matter of artistic subtlety. I can look at some of the characters and see them as African American. It's not obvious, but studying the drawings and thinking of different people I've seen & known I could match features.
