Even though Joe Gill is credited as the writer, my hunch is that Dick Giordano at least plotted it, and maybe scripted it. Pat Massulli is listed as editor - so this book came out just before Giordano took over the editing chores at Charlton.

The story seems kind of prescient when read today, and definitely floated above other efforts in the same title.
