Question about translating and adapting comics

Hello!
I'm from Brazil, and I have one question:
I was looking at these items: "public domain Golden Age Comics"
I am able to translate and adapt some of those series to Portuguese language of Brazil: All love, Western Adventures, Apache. AND CONVERT THEM TO KINDLE FORMAT
I use Gimp, and I have comic life3
But my question is:
Is this allowed?
Or where to get the license for it?

We don't have any lawyers here and especially not international. BUT if you stick to the companies that have not had new versions show up you should not have a problem.
