Eh, I think my title for the thread is a bit too strong... and premature.  It's a proposed bill and it seems to have only "passed" committee approval for further consideration.  In other words, it's not a functional piece of legislation yet... at least not until the music industry and other proponents fork over more $$$ to the senators.  ;) ;D
