Sorry you're having a problem with the file.  It opens fine on the site reader, so I downloaded it and it opened on my pc using CDisplay.ex.  Also on an android tablet using perfectviewer.
If you have a pc or android tablet, please find those 2 readers and install them.  Then try the file again and let us know.
