I note that, if you look at the indicia at the bottom of page 2, you read, ' For advertising rates, write DOUBLE ACTION COMICS GROUP.
If I look at Black Hood comics - which is easier - Black Hood #9, the first one we have says,
Published by MLJ and then also, ' For advertising rates, write DOUBLE ACTION COMICS GROUP.
As time goes on, that remains static although the cover logos - very small - change from MLJ to Archie . The publisher is now Archie Comic Publications.
But by # 9 the cover and the indicia is back to MLJ.
By #18 the Publisher is Archie again, and so is the cover.
But advertising rates are still from DOUBLE ACTION COMICS GROUP.
Back to Suzie, the first we have is #49. The last we have is #100. Still published by Close- Up. and advertising is still by DOUBLE ACTION COMICS GROUP. And it has an Archie logo on the cover.
But note the Close-up address. That's in Saint Louis, but the editorial offices are in New York.
Obviously we are looking at games accountants play, which has always been the case with the comics industry.

The St. Louis address is the printer's headquarters address.  Many of the major comic book publishers, with editorial offices in New York or Chicago used that printer address for their own publishing Co. address, also listing the address of their editorial office.
