IW printed every cover whose original artwork or printing plates Izzie Waldman could find for cents on the Dollar.  Most of the time he didn't place the proper cover on the reprinted stories inside, so as to avoid being discovered as being guilty of copyright infringement. He also paid a few artists to draw new covers for his books for which he changed the lead character to one of the filler story characters to avoid being caught (i.e. using Buggy and Billy Bear (who only had 2 or 3-page stories) in reprinting Timely well-known series books, such as "Super Rabbit").  Generally, he only had to have characters drawn on new covers when they had never had series of their own, and so there was no cover art featuring them for him to obtain.
