I'm curious about this too. I always thought Charlton comics up to 1968 were public domain. Is this an exception?

Up to the end of 1967 is the general rule. But it is not a hard and fast rule.

What matters is when they switched to using proper copyright notices.  Depending on title this varies anywhere from Oct 1967 to Feb 1968, though the vast majority of Charlton titles PD status ends in late 1967.
