Captain Atom is one of those comic book heroes who wore briefs without tights (i.e., showing bare legs), which always seemed odd to me. Looked like he forgot to put his pants on when he left his house/secret hideout/laboratory that morning. Charlton's Nature Boy was another one. I'm sure there are plenty of other examples, maybe some famous ones I'm just not thinking of (like Batman's Robin).
