Title: Joe Jinks (Single Series #12) PD or not?

I have a copy of this issue a friend gave me specifically to scan for the site.  I wanted to make sure it was allowable, United Features can be tricky.  Thanks in advance.

We have Tip Top with Joe Jinks, and perusing renewals, I don't see anything, so should be good.
