Looking through the large number of Charlton titles available I noticed that only issue #1 & #2 are available for Charlton Comics' Hercules. Is the rest of the series not considered public domain?

Yes, starting with #3, Charlton properly copyrighted the title. This is prevalent throughout there titles as 1967 gave way to 1968
