This mook first appeared in Kid Komics #1 in the early 1940s. What are the odds it was ever copyright renewed? That is - is the character public domain (even though he's been brought back in The Twelve)?

Yes it was renewed to my knowledge. If you ever have a question of renewals this is were to begin your search.
