The second story has villains who seem to be modeled after Mandrake the Magician and Lothar. Am I wrong?

Egypt, the sidekick, is probably based on Lothar, though he's hardly a flattering copy. The Seer, however, doesn't bear much resemblance to the suave, top-hatted Mandrake.
