Hargis by Bob Hughes, but it is not like the signed Hargis stories in Police Comics #108 and 116. Hargis has faces with smaller chin and jaws, and many views from just below or above the head. His figure movement is not as "Bob Kane-like" as here. Edmond Good is credited on this feature by Jerry Bails' Who's Who, also by an art sample by these two artists. Same art as here.
