Checking Wikipedia I learned that Keating ran for re-election in 1964, so that would be the date for this comic. He lost to Robert F Kennedy. More interesting are the credits. For decades Marten A Bursten was presumed to be a pseudonym for Jack Kirby, based upon Bursten's credit on Jack Kirby's 1940 "Mercury" story in "Red Raven" comics #1. In fact Bursten was a real person, who went into politics where he had a long snd interesting career. He was a longtime friend of Joe Simon, the credited artist on this book. Here's an article about the misconception: https://comicbookhistorians.com/martin-bursten-is-not-jack-kirby/

A very interesting guy that I have never heard of.

Different days indeed when comics were still seen as a viable way to educate adults.
