Where does this come from? And who was 'Betty Brown'?

The character only appeared twice, once in All Good Comics, circa November 1944 and Jo-Jo Comics 7A, July 1947, Fox published titles.
Only 16 pages of story for both appearances and over two years apart.
The GCD lists 'Betty Brown' for writing both scripts, but it's possibly a pen name, maybe for multiple writers.
