I haven't read this whole comic so I can't give it a rating, but I did read the Albert and Pogo story (p. 18) and to that delightful looniness I give 10 stars.

NotesDu Bois later recycled the White Wind origin for the beginning of Lassie #1: an orphan dog and an orphan kid. Moe Gollub illustrated both, and one early panel looks almost the same as its recycled counterpart in Lassie. White Wind is in a wagon that crashes down a hill. Lassie is in a crate on a train boxcar and the crate falls off and crashes down a hill.
