And a very good cover. Definitely Severin Inks, maybe not the pencils. Eugene Hughes did many of the covers for this company, and they are full of energy, so he may have penciled this one.

IW reprinted their comics from existing plates. Often they had only the interior pages, meaning IW needed to commission new covers. I suspect this cover is all Severin, drawn for IW's 1958 reprint.
