The Neon the Unknown story doesn't take place in South America, the evil wizard isn't from South America, and neither is the evil dictator.
   By mortimer
The "Germanic" names and dialogue make it unmistakable where the story is actually set. But the U.S. was still officially neutral in May 1941.
