There are two artists on the cover. The artist of the framing piece is Jack Gaughan; you can see his signature on the lower left of the cover. As for the "framed" section that is being held by the figure, though the style is familiar, I cannot identify the artist. This may be close to his first published work; he was 18 at the time this issue was published.
