A puzzling mess, this issue seems like an Everybody-and-his-Brother job. Large chunks were pencilled by Gil Kane, but other pages obviously weren't. The opening pages look like Crandall/Evans but that's probably because they were swiped (also note several John Cullen Murphy swipes here and there). The heavy DC-like inking tends to even things out, but on some pages even the inking looks different. Fascinating.
Kane layouts/pencils and Giacoia inks per Nick Caputo, who notes that some combination of the two appear to have drawn the majority of the story, with possible assistance by Evans or another hand.
