The funds are used to build a school for girls, a dispensary and a religious center. In 1921, the Red Chinese are starting to cause trouble within the government.

When the new school plan is voted down, Chuck sees Mr. Jones and Judd acting suspicious, as if they had something to do with the outcome of the vote.
