The cover is absolutely not by Jack Cole. Many folks attribute it to Gray Morrow.

All I.W. publishing are reprints with new covers. These were my introduction to the original plastic man and DollMan back in the 60's. Most of the covers were done by Andru and Esposito or John Severin. This looks like a composite to me. Possibly Morrows inks, but not likely his pencils.

It was great to see this on Random 12 - I adored Plastic Man as a child. The art here is fantastic - so creative, colourful and umm flexible - and of course Bill Woolfolk, the writer, is a legend.
The cover, whoever did it, is great too - love those expressions.
Kra Vashnu is an anagram of Huskvarna, the Hungarian motor manufacturer. Is that relevant - probably not, but of interest maybe to those who see connections in everything.
In fact, here's a challenge - can you create a connection?
Here's mine: Bill wrote for Timely Comics which became Marvel Comics, owned by Stan Lee, son of Jewish Romanian immigrants. Part of Romania, Transylvania, has a majority Hungarian population. There you go - aced it!
