The index card is incorrect. It is for a completely different comic. I have not figured out which one, however.

Charlton had two different comics called Texas Rangers in Action - one commencing in 1956 and the other in 1962. In this case, it appears the comic is #15 of the 1956 run, and the index card is for #15 of the 1962 run.
#15 of the 1962 run is a reprint of the contents (but not the cover) of #35 of the 1956 run.
