Kind of a weird cover. Not terrible art, but the eye-lines (among other things) are all wrong. The thug with the knife at right isn't looking at Doll Man at all, and the woman at lower left isn't either (and her face looks rather strange to boot, especially that mouth). The interior Doll Man stories are serviceable in the competent Quality style of this era. Best art in the issue is Reed Crandall's non-Doll Man story.
Darrel comes upon a group of boys swimming in a pond, but they refuse to let a youngster join them. When they get caught up in a whirlpool, the youngster dives in to rescue them, and is joined by the Doll Man.
