Interesting: the front cover says January 1946, but the table of contents (on page 66 of the scan) says January 1945. Also note that they say "government" (not wartime) restrictions on paper have forced them to cease printing comic strips in this publication (page 33 of the scan).

I think the "January 1945" is a typo, because the indicia on page four says "January 1946" and the circulation statement on magazine page 64 was "sworn and subscribed" on 20 September 1945. That was about two weeks before the end of WWII. It was common for magazines to be assembled three months in advance. It's possible the war may not have officially ended by the time this issue was put to bed. At any rate rationing in the USA continued until July 1947, though few items were still on the ration list by then. I don't think there's any particular significance in the editor using the term "government" restrictions rather than "wartime" restrictions.
