Publisher unknown? It says Red Top on the cover.

Red Top Comics was the imprint of Decker Publishing, which operated in the late 1950s, and was operated as a reprint subsidiary of Robert Farrell's publishing companies Farrell and Four Star Publishing, who published material whose master print plates or uncovered bound pages (distributer returns) were acquired in publisher assets going out of business distress sales, printing house similar distress sales, or warehouse closing sales, similar to how I.W. Comics got their inventory.

The bovine beauty in "The Cow that Jumped Over the Moon" sure looks like Elsie, the spokescow for Borden dairy products. Especially in the splash panel.

This series consisted of reprints of St. John's "Little Eva Comics", which seem to have been a kind of hybrid melding of the cleverness of the 1930s newspaper strip, "Little Eva", by Hillbilly Larry Smith, and the cleverness and mischievous tendencies of Marge Buell's "Little Lulu". The comic book "Little Eva" was more of a mischief-maker than Lulu, but was less clever. Israel Waldman's I.W./Super Comics also reprinted St. John's "Little Eva" in 1958-59 and 1963-64, respectively.
