Seems that this issue has had some pages mixed up. It appears that current page 37 should have been page 3, as the splash page for the lead story in the issue. I note that page 37 appears to be the microfiche copy, as opposed to a real magazine page. Also, I note that the magazine, based on page 37, should have been Cody of the Plains, not Woman Outlaws. I do know that some comics publisher did attach misleading covers to their magazines; in this case, I'd say more people would have bought "Woman Outlaws" over "Cody of the Plains".
