Should anyone else wonder when this was published, I offer this info cribbed from the UK Comics Wiki:
"Dick Turpin was a story paper published by George Newnes from 1921 to 1930, starring the 18th century highwayman Dick Turpin. The early issues had the masthead Newnes "Black Bess" Library. Later issues were entitled Dick Turpin Library. The stories, mostly by Charlton Lea (A. Sherrington Burrage), were reprinted from an earlier paper published by Aldine Publishing from 1902 to 1909, with new covers by R. H. Brock and Shilton. "
