Looking for obscure hero

Maybe my memory is going but I thought I read in "All in Color for a Dime" about a hero called the Blue Flame, who looked like th Human Torch only blue. Am I dreaming this, if not who published him and what title.

I first heard about The Blue Flame in AC Comics' Golden Age Hero & Heroine Directory.  His only appearance is in Captain Flight Comics 11 published by Four Star Publications.
