to base my 3d graphic comic on? I am an artist, and I want a new project, and I thought you guys might be the definitive source to find out who is a safe character to base a book on!

We really try to only have public domain books on the site so just about any of them should be be Ok to source your work on them.
BUT I strongly suggest when you've found one you like to let the gang here know and we might be able to warn you off if it's one that might be more trouble than it's worth.

Nedor's characters are in vogue right now.  Centaur characters should be fine too.

Ace heroes have not popped up as much as some others but are available as well as Novelty characters like Blue Bolt and Sub-Zero. Lev Gleason had other characters besides the now popular Daredevil.

As always, when you're working in the commercial world (and you usually are, even if you're not taking money) and dealing with things that sell on the basis of art, be wary of trademarks.  So, in theory, you can use any character that appears in any public domain source.  But if anybody else is using the character, name, or costume prominently, you're open to trouble because someone may think you're trying to trick customers.
