Looking for earliest comics

I am interested in obtaining digital copies of the first three modern comics from Eastern Color:  1) Funnies on Parade, 2) Famous Funnies: a Carnival of Comics, 3) Century of Comics.

Are they all public domain?  I assume if Famous Funnies #1, etc are on here that these early comics are also public domain?  If so, given their importance, historically, why doesn't CBP have a copy?
