I think you're right. His name was Don Segall. He wrote a lot of comics, then went into producing TV shows of all sorts. Mark Evanier wrote an obituary tribute to Segall in his "News from ME" blog:

Most were pseudonymous but you could usually spot a Segall script: They boasted a slight edge of Crazy and a wicked but Talmudic sense of justice.I was surprised to learn that Segall was a nice guy with lots of friends and a successful career (though it had its ups and downs). From his writing I imagined a really weird borderline wacko.
