The Cat Man origin story is a reprint from Crash Comics #4 (1940). These "Holyoke One-Shots" all seem to be reprints of random comic stories without regard for whether the stories are complete or even whether the covers (just reprinted splash pages) show a character who is in the comic. It's a level of cheesiness that makes even IW reprints look respectable.
I'd say Hasen is indeed emulating Kane. Cat Man was produced by the Chesler shop. Hasen's first comics gig was with Chesler. He joined the shop in 1940. This would have been one of his first pro jobs. He was 22 at the time.
Hasen was an important figure in comics history, but I confess I never cared for his artwork. He did get a lot better than this, though!
