I agree with Robb that none of this looks like Kelly's work. However are you sure "Three Little Kittens" was the work of the same artist as the rest of the book? His/her whole philosophy of drawing seems different. Not only the elaborate decorative borders, but also the extensive modelling on the fur. In the other stories the artist(s) rely on animation-style outlines on their characters with a minimum of small details. The kittens story seems more the work of an illustrator than an animator.

After another, much closer, longer look, I agree with you that "The 3 Kittens" story was drawn by an-illustator-type artist, who drew no other stories in the book.  In addition, I think the also more detailed Goldilocks and The 3 Bears" story was drawn by yet another artist, who drew no other story in the book.  The 3 Little Pigs and mice stories were drawn by a 3rd artist.  All of these artists worked for Western Publishing, and so, probably had worked in animation previously, and probably worked on some "Fairy Tale Parade" and possibly, "Santa Claus Funnies", and Christmas with Mother Goose".
