I believe that's by design to save on bandwidth.

When I found this site years ago there was a five minute wait between downloads.

At the Digital Comic Museum they have a month where if you make a donation you can have an unlimited download FTP for 30 days, so you might want to check over there and find out when the next time they do that is.
