Like "Cryin Lion", "Candy Comics" was produced by Lev Gleason, aimed at the young children's funny animals market, and the older kids and young adults cartoony human figures comedy comics markets.  But, during WWII's paper rationing limitation period, they needed to purchase other (mostly straight hardbound book) publishers' unused paper rations to get enough paper to get these series printed.  In this case, it was William H. Wise, who also sold paper rations to Ben Sangor's Creston/ACG, and Ned Pines' Better/Nedor Publications.
