Two comments:

(1) This has a 1947 date but there are a number of references to wartime topics (notably rationing), suggesting some of this was old inventory.

(2) A lot of the artwork has visible "paste-up" lines (check the Eugster cartoons but you can see them in other features as well) or some other printing issue.
