Given that Archie has occasionally revived the Fox perhaps the title should have been 'the Complete Golden Age Fox Collection' or something like that?

That's true. But it's a tradition for me to call my compilations "Complete Collections", because I collect every appearance which is currently in the public domain. Technically, almost every single MLJ character (apart from a few like Red Rube) have been revived by Archie at some point. But in my compilations I do collect every appearance of them that's fallen into the public domain and, if we want to be precise, the Golden Age appearances of the MLJ heroes are the totality of the appearances of said characters, because the Mighty Crusaders series from the 1960s (which is the first instance of Archie renewing their characters) is some sort a soft reboot of the previous narrative "universe" (despite them saying those are the same characters from the 1940s).
