are there any good characters that have a short run like 10 stories or less? bonus points if the stories all connect to form an arc

There are hundreds of characters with less than 10 appearances in the Golden Age. But what I think it's more difficult is to find a character that has a complete narrative arc like they do in modern comics. Every story was normally stand-alone, with no overarching plot apart from some 2-issue storylines (which are indeed rare).

The only Golden Age character I ever encountered that had an overall continuity similar to modern narrative arcs is Nedor's Wonderman. You can read about him in this compilation:

Another character with good continuity is Amazing Man, but he has way more than 10 apperances:
