Here is what I want to do,using the four color heroics role-playing game core rule book,compendium,and superpower handbook from spectrum games:run custom golden age super hero role playing games,and create golden age super hero settings.how can I do that?

By being creative. If Public Domain is your thing, utilise the free universe:

and if you want free and open source role playing systems to utilise your ideas, there are many:

and I highly recommend this one:

I would personally recommend you use one of the creative commons systems as they are most truly open.

The rest is down to you, just make sure the heroes and settings you use are PD.

Not sure if it's an age thing but I've never played a computer game. 
I can't generate any interest in them.  Perhaps because the examples of the visuals I have seen just look crap to my eyes.
Reading comics, books is a much more attractive idea to me.

I may use them and I may not. Have played Computer games and enjoyed some, but the main  reason I don't currently, is time. I just have better things to do with it. But I do play Solitaire occasionally.
I like a game with a narrative so, Paw, this morning I thought 'why not a role-playing game where you play as the Phantom?

I thought he meant tabletop role playing ala Dungeons and Dragons and gave him resources to that end. I could be wrong!

here is something i want to do for the four-color heroics role-playing game from spectrum games:create something similar to erik larsen's short-lived next issue project comic book series which was published by image comics in the 2000s,featuring the public domain golden age super heroes,and set in the 1940s golden age!
