That's the thing. The Roy Crane I know uses Benday or Craftint to achieve his half tones. With Benday, you would see uniform individual dots on the page and with Craftint you would see uniform diagonal lines. But looking at these Wash Tubb pages I see neither. So I'm thinking either 1) these are from when Crane was using grease pencil to get his tones (before going on to Benday and then Craftint) 2) the tones didn't come out right when they were printed or 3) the scans of the pages don't bring out the tones properly.

This sequence from 1944 is not by Crane.  He had left the strip in 1943 to start up his Buz Sawyer strip and turned over Wash Tubbs to his former assistant, Leslie Turner.  Turner did an admirable job continuing the strip in Crane's style as this 1944 storyline demonstrates.
