I think part of the problem of making recommendations is that there are so many genres webcomics fall into. Recommending X when someone is looking for Y isn't necessarily helpful. I mean Penny Arcade is a popular comic, but since I don't play video games most of the jokes aren't "aimed at me" so while I've occasionally looked at it & even laughed at some it's not something that I've ever bookmarked.

Superhero

Love & Capes - To a degree calling this superhero seems disingenuous as it mostly deals with the heroes and their relationships rather than heroes fighting villains. Still the characters are fun and not grimdark. Usually updates MWF.

Sparkling Generation Valkyrie Yuuki - It's borderline listing this as superhero, as it's inspirations are more Japanese Magical Girl rather than American Superhero story, but heck, even the superhero webcomic miniseries Crossoverkill used Yuuki as one of the heroes, soooo...
Be warned that the comic does sometimes get into NSFW territory with later comics having a button readers can click if they want to see pages uncensored.
The story is about Yuuki a boy turned into a valkyrie by the Norse gods to fight the upcoming Ragnarok. Updates irregularly, releases Eddas (chapters) when they are finished.

Will post more when I have time to write something up.

http://www.lackadaisycats.com/ it's not for children, though all the characters happen to be anthropomorphic cats. It's the story of a failing St. Louis speakeasy and the booze runners who work for and against it during prohibition.

Anthropomorphic or Funny Animal

Swords & Sausages - a silly sword and sorcery comic featuring furries, once in a while NSFW.

Nine to Nine - a sequel to an earlier comic called College Catastrophe, featuring those characters post-college, silly, done by the same person who does Swords & Sausages. (At the moment they alternate updates.)

Dan & Mab's Furry Adventures or DMFA - Usually funny, but with some dark and dramatic threads that come up (the Abel's Story 'side comic' got really dark). Highly recommended, one of my favorites.

Awkward Paws - a silly comic with a lot of puns (so if you don't like puns you should probably stay away).

There's a bunch of others that I could suggest, but they've stopped updating and may have 'died'.

Hello all. I see several dozen characters on Public Domain Superheroes tagged with Webcomic characters (Arrow, the Clock, Catman, the Target, etc.). I can't seem to find them anywhere. (Google, Wikipedia, etc. nothing!) Can anyone help me out and link me up? :)

Drunk Duck (http://www.theduckwebcomics.com) has a few, 2 with Stardust. 2 featuring some variation of The Clock, 1 Black Terror, and 1 adult coloring book featuring a gal having sex with various PD characters. None of them have updated in a while.

A gal I know who does a number of webcomics did take 6 public domain characters and brought them together as Wonder Team over on Comic Fury (http://comicfury.com). She still has plans to continue it. However, her art isn't the best & as she's big into LGBT issues she reimagined the characters in ways that their creators probably never imagined.

The search engines at both webcomic hosts should help you to find these and others. I'm hesitant to post links as I'm not recommending them and some of them feature nudity and sex (not sure if it's allowed here, or how old you are).

Just read the Clock stories and both were good. Too bad they were never finished..

Might I throw some comics into the mix?

First of all, I do three webcomics that are worth your time. First is a sci-fi adventure series called Cosmic Dash that updates Saturdays. Second is a strip called RGBots that updates Mondays, Wednesdays, and Fridays. Lastly is Public Domain Webcomic where the RGBots riff on public domain comics I got from this very website! It updates Tuesdays and Thursdays.

I am also one of the founders of the Comicadia webcomic collective which has plenty of great webcomics.

I am up to answer any questions you may have, and I have a great many more suggestions as well.

I recently started reading Dasien, a fun and a bit sexy, superhero webcomic from Neil Purcell that debuted in 2005. In fact, I even decided to translate it and just started to publish the pages in French. Here's the whole original stories:
