I'm no expert, Jimmm, but I believe this was the time that some publishers were saving money by switching from Golden Age size to the narrower Silver Age width. That would explain the "full width pages" line. I'm not sure how many size reductions there were between the GA width and the DC-size "standard" SA width. I remember that some of my Silver Age comics, especially Dells, were a shade too wide for SA bags but not wide enough for the GA.
