Agreed, on the cover of both this and issue 4 Bill definitely looks African American. Since desegregation of the Navy was barely getting underway in 1944 it seems unlikely to have been a stab at diversity--especially on the cover. I speculate that they intended Bill to appear tanned and got the color wrong. He is definitely lighter-skinned on #4. Seems a bit of a stretch but who knows? Still, the stippled effect on Bill's hair contributes to the impression that he's Black.
